Is this the same government who insists on routing as much of the internet as possible through the USA so they can claim jurisdiction over other people's content, and have the ability to shut down the internet at will in the case of a perceived threat?

They're offering the 'shadow' net to citizens elsewhere 'to help them rebel', while removing the freedoms of their own to ensure they don't do the same?

It's hypocrisy, no more or less.

Somewhere in this "shadow internet", there will be an on/off switch. And that switch will not be in the hands of "dissidents".

Well, it's not exactly a new concept, is it? Just in the process of becoming an unfortunate fashion around these parts.
